By applying simple criteria to gauge effectiveness, Richard has sought effective ways to enhance state-funded organizational functions and eliminate outdated responsibilities that hurt businesses.

This reduction of bureaucracy "red tape" and expenditures have been proven multiple times to be extremely beneficial to businesses that wish to start their businesses in Sweden and Europe as well as supporting pre-existing local businesses ensuring their ability to do their day-to-day businesses without detrimental interference from the government. Richard also sees the consolidation or even elimination of multiple state agencies as a prudent step to reduce unnecessary government spending while improving the effectiveness of state government in catering the needs of its people and business.
